Practical animal handling for council operations
Council teams face animal-related risks during inspections, re-entry, voids, possession orders, closure actions, and safeguarding visits.
ACO attends alongside housing, tenancy enforcement, environmental health (EHO), and legal services to manage dogs (and other pets) safely so your officers — and contractors — can do their work. Our approach is welfare-first, documented, and compliant.
How we support council teams
We fit into your operational workflows — turning “animal risk” from a blocker into a controlled part of the visit.
- Safe access & containment during entry, inspections, void checks, and possession orders
- Welfare checks where animals are present; calm handling that reduces conflict and stress
- Abandoned pets: assessment, secure transport, and temporary kennelling/cattery and veterinary checks.
- Officer & contractor safety: we create clear work zones and remain on site until the job is finished
- Evidence-ready documentation: attendance log, welfare notes, photos (redacted), and chain-of-custody when animals are removed
The result is fewer aborted visits, less risk, and a paper trail your governance and legal teams can stand behind.
Typical council scenarios we handle
- Void properties with pets left behind or animals roaming inside/outside
- Tenancy enforcement / ASB visits where dogs prevent access or escalate risk
- Environmental health inspections (unsanitary conditions; multi-animal households)
- Possession orders & closure actions requiring controlled entry with locksmiths and trades
- Occupant absent, hospitalised, or deceased — unattended pets needing welfare checks and removal
In each case, ACO takes responsibility for the animals so housing, environmental health, legal, and contractors can proceed.
Our approach on site
- Brief with your lead officer (address, risks, sequence, contractors)
- Risk & welfare assessment at the door; with containment plan agreed
- Containment using appropriate equipment (toys, treats, slip leads, pole catch and secure crate)
- Safe work zone established so officers/trades can enter and move freely
- Handover: if animals remain on site, ensure they’re secure; if removed, arrange transport/placement
- Report & exit: notes, photos where appropriate, and chain-of-custody if animals are removed
Documentation you receive
- Attendance record (time/date, address, named handler)
- Welfare observations and actions taken
- Photos where appropriate (redacted to council policy)
- Chain-of-custody for any transport/handover
- Concise job summary suitable for governance, complaints, or court files
We can align to your templates and secure-transfer requirements.
What we don’t do
- We’re not the statutory dog warden/stray service
- We don’t conduct criminal investigations — police lead where applicable
- We’re not a rescue service; our work is tied to council operations and property access
